It's possible thats why they delayed the heirlooms vendor, i don't see any reason for them not to up them all to lvl 90 at least. You could upgrade the original heirlooms to 85 but the vendor is gone since 6.0.2

All i could do with him was indentify the runes, there wasn't anything about socketing gems though? The most i've died is twice to that graveyard boss vulken mentioned, before i realized i should probably go stand in the light when he does his gigantic aoe lol

Nope you don't need it, if you do get WoD you get a lvl 90 boost on a character though, so theres that. If you really wanted to you could use your heirloom stuff, and then just tmog any drops you get. I've done that on a few characters.. although its a waste of gold if you're on a new server...
