Hard to tell if its all legendaries, there is a significant switch in stats a change of talent and a difference in performance. In the first fight you even threw a couple of heals in there and there was no potion usage compared to the two potions on the second fight.

Expansion makes the most sense, especially since it doesn't look like we are getting a 7.3.5 with class changes which makes more sense if the next big patch is going to be 8.0 that will undoubtedly introduce spec revamps and some significant changes to the others.

The 45 ilvls come from the row that has no requirement. Which is odd, because it should be 5 ilvls per relic right? But I guess in PTR it was giving 15 per relic.
