Oh I agree, but once you find a weapon with a given mod you can move that mod to any other weapon of the same type. So unless you're carrying around 3 different shotguns with different legendary modifiers you've got what you need once you get the mod you want.

I agree and have never used a fatman meaningfully in FO3/NV/FO4, but that modifier can exist on other weapons. If the double-projectile doesn't use additional ammo it's not only twice as powerful but is also twice as efficient.

I think everything drops in tierds and shells are tier 2, so you might not see them till you progress a lot. I noticed the same thing where I got very few shells early on but later got more.

those don't resize on my screen (firefox in linux), I have to zoom way out to get it to fit. I also read that it doesn't use up two ammo, so it's more useful of a trait than I thought. I don't know how the projectiles interact but it seems like instant double damage.
