If you have a UEFI partition on more than the one drive, it could be causing problems as well. I don't know nearly enough about all that stuff to give more insight than that though.

Windows 10 has a fast startup setting that keeps power to your USB devices while the computer is turned off. It can be disabled in the power options in the 'Choose what the power button does' section. When it's enabled, my USB dac/amp stays lit up.

HGTV shows can just be streamed straight off their website after they air, can't they? That's how my mom watches all that shit now that they cut their cable way back to the basics. Food Network shows too. Mind you, this is in Canada off of their .ca sites, but I'd be surprised if it wasn't...
