I think it was mentioned in the FAQ that deeper delves won't be scaled by level, just damage and health(and whatever else, just not monster level). So spectres won't receive a boost that way.

That's a type of builds known as auto bombers. Basically, you move around and they do the killing for you. Most of the time, they utilized shield charge and two heralds, but this one's a bit different. Beware, it's a meme build and certainly not a good first choice.
