Their original RAF system was more than enough to artificially inflate sub numbers. 300% EXP gain and level granting + RAF summons? Yea, people would buy new accounts just to get those perks on top of the cosmetic/mount/pet rewards. These new perks are not worth that at all.

Dungeons at release were terribly slow because of lack of knowledge, lack of experience, and terrible talent trees. Many, many people had never played an MMO before and a lot of specs were just flat out bad. Not to mention nobody really knowing what the good specs were yet anyway.
