Can farm legendaries via Contracts / Hunts, kinda tedious but they are quick, 10 of each type. Will drop at your current WT, but I think your Challenge Tier might affect their level as well. I'm at WT15 / CT8, and they drop at lvl42.

Do all the Hunts / Contracts, they are fairly quick and will give good gear. I find the Hunts give more epics off mobs than the Contracts.

Don't upgrade the accessories, you'll get far better by doing the various Main Quests for each region. Get the Armor / Weapons to PEN, then talk to the black spirit or Fughar to get a quest to exchange them for Narcillan gear.
