    Ok, by "chance" I mean the range of possible mods shrinks, so at 110 you can mods of t5 to t12, while at 163+ its t10 to t12. Its not like a t12 has a 5% chance at 110 and a 35% at 163. Edit: Getting this from the wolcendb site.

    Mods have a range of quality, with t12 being the highest, just like the gems. A t12 mod you get at 110 is the same as a t12 mod you get at 163, the only difference is the chance at getting the t12 to appear instead of a t10 or t11.

    Kinda true. You get access to t12 mods at 110, but at a low chance. The highest chance at t12 mods is 163+.

    And my point still stands, the people who can't/won't play the game without a broken BE/WG are the ppl who would quit faster than anyone else. Pretty sure BE will still be a great skill after they nerf its ailment mod, bosses might take 20s to die vs. 2s.

    Yea, just spamming WG will "use" around 3k or so Willpower before you stop spamming it. They can fix by removing the ability to cancel its cast animation by running, or as you mentioned.

    Nah, there are "ethical" builds running 150+ currently, which will probably become stronger once the passive tree is fixed, but you're also right that the HP scaling on mobs at 150+ is a bit too extreme.     Bleeding Edge / Winter's Grasp will be changed / nerfed. The mod for BE that increases dmg based on the number of Ailment stacks you have is overtuned, I wouldn't get used to it. As for Winter's Grasp, the zero cooldown spam that ruins framerates will hopefully be tweaked in some way.

    City status is account wide. If you make a new character and pick the adventure mode to start off with, you are in the City you built and can just run Mandates / Expeditions to lvl / gear up, while still doing City stuff.

    Well, don't stress to much about it. You buy 2 more tabs for 20k each, after that though you'll need to work on building up the City to unlock the other ones, which for some reason cost 100k each (the "work order" to unlock them).

    Using "Ailments" to describe Debuffs/CC's and DoT's is a poor choice, imo. The only "ailments" that do damage (after the initial direct dmg hit) are all DoT's: Rend (Bleed), Toxic (Poison), Fire (Burn), Lightning (Shock). None of the Occult ailments do DoT damage for some reason.
