IIRC the way it actually worked was you got a skill that summoned a level 1 pet and then got a series of “buff” spells that would level it and give it appropriate stats. My guess is this was a workaround to let them get a pet ar level 1 despite being a hybrid class and not getting other spells...

I think you overestimate the average player in a raid guild outside of the top 5 in EQ although I haven't played in years. Most people who are still playing have probably been playing for 10+ years, half of them are in their 50s or retired and EQ is basically their social life with raiding...

I think it is best for it to not be opened up from the player's perspective. Keep people all in one place rather than let others open up their own copycat servers. I agree with waiting until the server is dying and then let someone else take their spin on it IMO
