No. I'm sure a lot of Eve players will play it, but it's very different from Eve. Eve has one of the best implementations of a living breathing galaxy, Star Citizen is focusing on smaller gameplay with instancing, combat, roleplaying and spending your paycheck on ships.

I'm pretty confident you're wrong about that, do you have any evidence that the cities aren't phased? As far as I know the only zone that isn't phased is Cyrodiil, but it's instanced and I have reason to believe they change the population thresholds dynamically.

I also bought in for selfish reasons. I knew it'd be big and I wanted to buy in asap so I could say I was into SC before it was cool. In truth I bought in a long time ago because I really really really wanted another space combat sim.
