Leaver doesn't seem to affect rank xp now to be honest, or not much...I got anywhere from about 20% to a 100% rank for wins when there is a leaver, and 60% in the 2 games I was on the losing team, which seems to be about normal rank xp. Well someone found a way around the leaver penalty, he was AFK in our spawn room for the last 2 matches of a KotH game. Probably was pressing a key every now and again to avoid inactivity.

As per usual, last 2 games...2 leavers...won one, lost the other...net impact, lost half a level for being 50% rate.

KotH, 2 thorbjon, 1 symmetra, 1 bastion, 1 soldier 76, and me as Mercy. We lost in 3 rounds 100-0. They never changed in all 3 maps.

I totally agree that competitive is vastly more fun than quick play even with the issues. It does a far and I mean a far better job of putting you against people of your skill level. Also for the most part people are trying harder to get good group composition and work together.

It seems actual individual performance is worth close to nothing in the way they calculate the rank gain or loss after a match, and even the actual score of the match doesn't seem to matter. I lost a payload that went into sudden death, both matches were close. I performed well, had 2 gold...

That bug explains a lot. The movement in ratings I saw yesterday can probably be explained by the KotH games. I guess we need to avoid Competitive until this is fixed since a 50% win rate evening where you win KotH and loses on payloads will result in a massive rating loss.
