It was the first AoC server so it maintained it's population longer than prior servers. Also, it probably had the largest initial population of any of the TLPs which certainly helps.

It's a bunch of mana. There's not a lot of gear that matters that much in classic. Also, while every krono was originally purchased, a lot of people just get them through gameplay. if they get a pair of efreeti boots for a few thousand plat what's wrong with that?

Boots are still BiS for many classes even without the focus effect. Plus for some people I'm sure it's just an embedded routine for what they've done for all the other TLPs so it's what they'll do again.
