IIRC, on stock you get the quick settings by pulling down the notification shade with 2 fingers. Don't know if HTC messed with that though. Another possibility is pulling it down from one side or the other, which is a common feature on most roms.

It's really hard to beat the Moto G for lower end phones. I would suggest getting the 16GB model as 8GB one will probably have only 5-6GB usable and that can run out pretty fast.

Got lucky and got Estia on lvl 6 of the tower and proceeded to get Xenon & Estia on my first try on the prologue.
