Also the nerf to Echo Pedal is a passive buff to Zagara. ETC was far and away the best in-meta warrior for clearing creep (Arthas being the best, obv) because you could skill then walk around revealing tumors.

Speed metal at 16 will be taken 100%. Echo Pedal adds some nice damage but it is mostly used to make him a competent lane pusher. At 16 that doesn't really matter a ton. Speed Metal adds more utility.
