I have a 144hz monitor and I want to make sure the fps doesn't fall below the refresh rate as often as possible. So again, what card will do that?

I want to push 144 fps minimum at 1440p. Are you saying that the 3070 should be able to do this without issue given a 3700X (or its 4000 equivalent)? Because after that we're talking the $800 MSRP card.

I was under the impression that the RAM amount was the significant limiting factor between cards when trying to push higher frames at resolutions beyond 1080p. If this isn't the case, then what is it?
