Ana's single target healing is greater than Mercy's beam (in the non PTR iteration, at least). Also, she can LITERALLY get her Ult, possibly the most powerful Ult in game, every 60 seconds by just healing.

Ana is the healer for healers who don't want to be passive/braindead the entire game. You actually have to LoS people to heal them and can do decent damage if your team isn't being destroyed. Zenyatta is similar in that he can heal a single target pretty well, but can't heal multiple people...
