Any Cho spam you're seeing is just coincidence. He doesn't really fit in the game at all right now. Everyone is too mobile for him to really contribute much aside from a miracle rupture, and there are champs that can do that better than him anyway.

Yea his passive is really, really terrible. It's literally slower than boots 1 move speed with a tiny ~2 second burst he can use. Also, it seems to grant a 2nd hit of kill gold if you last hit it, so that's a thing.
