Some actually are tied to quests you might have done while leveling. Certain WQ's do not show up unless you have completed certain quests/quest chains. Certain amounts were on 24 hour (number seems significant) respawn timers at 11am/7pm/11pm/3am EST. Basically dailies, Dom just freaking out...

Without doing WQ's for rep, you wouldn't be able to advance the war campaign story past a certain point. That's not high end mythic raiding, M+, or whatever...that's just the basic story of the expansion.
