There's nothing bleah about Agrias' enhancements, she's better than the majority of 5* bases once enhanced. Anyway, the Clouds of Lasting Light exploration is fantastic for farming rank xp, magicite, and megacrysts all at once. Don't think anything in S2 has surpassed it on JP yet.

There were no plans for a Long War 2 initially either. At the very least I'm guessing Firaxis doesn't want a Long War 2 update right away, so there isn't an "improved" version of WotC right after release.

There's a setting at the beginning that rebalances the DLC for WotC and it's defaulted to on, so you turned it off. With the rebalance, the rulers no longer show up randomly but instead each one is tied to a random facility.
