Well the only real metric for solo play is 'can this hero efficiently farm cosmic danger room'. I can't really say a top 3, but in my experience Blade, Deadpool, Jean, Kitty, Rogue, and Spider-Man, are quite efficient at CDR. Rogue and Spider-Man are probably two of the top 3 all around heroes.
