RNG is RNG.. thats like getting mad about not getting a unity to be able to progress at a point.. It's just another level of RNG to keep people from hitting a gear wall early on and prolongs that grind. I'm not sure why you would get mad at that? considering the entire game is driven off luck...

Shes one of my favorites to play for sure, but you definitely need to be careful. Increasing her chill from 25-35% makes a pretty big difference in kiting people or chasing people down though.. and like i said before once you hit 20 and can get the teleport skill she becomes a lot more scarier...

Her damage is insane, but she has no means of getting away until lvl 20 if you sacrifice a lot of damage from the water elemental trait that copies all your abilities, thus shes very squishy. (the blink/teleport is worth the dps loss though imo... with envenom and icy veins your damage is...
