When you craft a Legendary what determines what "armor set" it will become? Is it depending on what Legendary Power you use or base armor?

I found a few Legendarys that boosted the Necro look. But I only have helm and chest so far of it.

Was Act 2 way shorter than 1 and 3? Not that I'm complaining but it seems I went through it quite fast. Act 3 feels longer but I'm about to wrap it up at lvl 35. Still taking my time but not doing every sidequest/altar etc. Will revisit when I get the mount.

I got a Butcher at like 24 on my minion Necro. He wasted me quite easily. And that was on WT1.
