Shotguns with max range/impact/shot package only 1 shot at max 5m with ADS up. Shotguns are fine. Better than they were for sure. If you see red in your radar sector maybe don't run right at it in tight confines?

They're balancing it. TTK between weapons is the biggest issue. Two round pulse rifles are a bit much. Otherwise it's not that bad unless you run into some god-mode sniper.
