I generally only go for card draw with decks I was probably going to win with anyway. I think the deployment phase removed most of the draw value because it adds a huge ember and space sink.

I eventually won, but it was mostly due to the relic that removes buffs on entry, so I don't feel great about it - a win's a win though I guess.

No. The good storylines pretty much left when Moffat did. That era was kind of an anomaly, historically Dr Who has always been a low budget kid's show, and the quality of writing was wildly all over the place, but usually below average.
