Since 2014, the NFL has had their centralized ref headquarters in NY that (theoretically) reviews all ref decisions, and since 2022 said headquarters communicates directly to the game refs through their headsets when needed. Not sure how this proposal changes anything from that 2022+ situation.

They specifically say they will correct clear and obvious missed calls. Currently if a call is missed by the refs on the field, that's it. No review.
