The chronology seems kinda fuzzy to me - why would the cops do the welfare check if they knew he was the target of their canvas.
Seems more likely to me he made comments to someone about killing himself, starts driving (probably north out of the city to do that), is distracted and commits whatever moving violation that starts the police pursuit, escapes police, people unable to reach him on phone related to previous suicide comments get ahold of police, unrelated police check apartment, separately he crashes the car and leaves on foot, already suicidal and realizing he'll be cut and his career is also over, does commit suicide.
