You always could. None of this is new outside of whatever matchmaking narrative you had in your head.
Wait I’m a bit confused. You are implying it never mattered if you shot back, but Embark said,

1. Defending yourself is no longer treated the same as starting a fight. Previously, your playstyle didn't capture whether you started a PvP encounter or merely defended yourself. This meant cautious Raiders could be treated as more PvP-focused than they actually are. Now, the two are treated differently.”

so to some degree, shooting back DID have an impact on your matchmaking….right?

The Rascal is a fine addition and makes a great secondary weapon when ya might come across big ARC. Its less burdensome than the Hullcracker yet serves the same overall mission.

I'm always hoping to see a post somewhere that's like "Arc Raiders is Back, Baby!"

Next big content drop is a ways away. I mostly stopped playing because the events/quests were getting dumb and meh rewards - I needed goals in the game I was motivated about

“Give me 8 non-stackable items that only drop from bosses!”

They have nothing new besides recycled events and the occasional new gun or altered Arc. Basically we should see people start playing again around October for the Frozen Trail update. And hopefully they deliver. Tons of new loot (Guns, ammo, etc) and new major arcs. This latest update fixed aggression based matchmaking to separate Solo Vs Duo Vs Trio - meaning if you are friendly in Solo you will stay friendly in solo and when you move to trio with more PvP focus or Duo, it will not effect solo aggression it is all Silo'd now.

"Say you are a friendly solo player, but your two squadmates always want to dominate in trios PvP. Before, being friendly solo could push you into more cooperative trio rounds, and playing PvP-focused in a trio could push you into more PvP-focused solo rounds - so changing squad size meant matchmaking took a bit to adjust.

"Now, there's no overlap. You'll be able to go from friendly questing and plant-picking in Solo rounds to adrenaline-fueled PvP Trio games (if that's how you usually play in those respective cases), by simply changing your squad size. The same holds for Duo - all three are tracked on their own."

Does the 'aggression' system not already effectively accomplish this?

Yeah for the most part - you can still get the occasional person who comes in and blows up their peaceful state by going after all the PVE'ers but I rarely ran into that over 350 hours.
