The envelope full of glitter is deceptively good revenge. Glitter is like herpes, it NEVER really goes away.

how far are they from you? same city, state, country? have you looked up their names/email to see if you can find them on social media?

don't swat, that's really bad for the police. retribution should only impact them. court would work only if you're in the same area.

The fraudsters already proved a low level of morality and a reasonable level of ingenuity. I am not sure I would mess with such guys, because that could backfire. That said, if their little trick put them in the clear when it comes to paypal, I don't see how it is legal, so it should be possible to engage in a procedure to recover the money they still owe you.

Is the time and effort worth it though? If it isn't, I would just leave the matter alone, eat the loss, be sure to never again engage in business with these people, and, if you want to go the extra mile and think these people might need again the type of product you provided them with, you can let others who provide the same type of product know that these people are fraudsters.

If it's a company with known clients, you could also let their clients know. If they scam the people the buy stuff from, they might also scam the people they sell stuff/service to.

I would write a viral post/tweet about how your black trans gay business got shafted by some white dudes, make fake hatemail letter that was in the return and post it on Facebook to get picked up by the SJW army. The rest will take care of itself.

Unless you have a prior contract (which he doesn't else he wouldn't be in this situation, not that he should need one for basic sales) you can't just assess random shit. Most people don't know that it isn't just made up because they don't read the fine print, though.
