I disagree. You don't really ever move away from lower skilled players unless you're playing with/against stacks or in private games.

I use my weekly limit of reports in High/Very High more often than Normal.

As example, imediately after posting this I got pulled into a very high game where Lich/Jug threw the game because I refused to item build their way even though we were winning the game until they fed 3+ times to "punish" me -- and my reports are gone for the week.

Fuck the artificial limit on reporting griefers. God damn.

I have played only a handful of Very High games (in my 200ish games of DotA2), but I played a bit in the 1650-1700 bracket in HoN (high normal, low high). The amount of griefing you could expect in that bracket was exponentially lower than what you could expect from say the 1300-1500 bracket (low to normal). I do find that people tend to grief less in the solo matchmaking queue in Dota2, but I've also had more leavers in those games than in regular queues (1 in 10 vs 1 in ... a lot?).

I have been in the "normal" bracket all year but I have noticed that my games have become a "higher skill" on the average even within the normal bracket. People do creep pulls and ward a lot more often than they did in my games back in say, December (not that it took all of six months to actually get there, just an example).
I float back and forth between the tiers as I tend to streak, but I've noticed this as well - as a result I enjoy solo queue in the normal bracket more often than not now due to other "Good/decent" players being pulled into the mud as well/general increase in lower tier skill level. I'll take the risk of no ward/courier games over mic-ragers and dead anchor-play any day.

edit: I also think it's a lot more difficult to move out of a bracket after you've cemented yourself in there for awhile.

Not really, over the past 2 months I've only solo qued and get in very high matches all the time.

Yeah, I think China plays too solid compared to most of the west, I'd be surprised if TL advances to playoffs., Alliance has a good chance and the mindgames.

Please excuse my ignorance, but what is it about Eastern players that makes them so superior to Western? Singular devotion to the game/genre?

They usually don't juggle school/job along with the game, because lower costs of living makes it more viable to go pro

They underestimated DK turtling power and tried to rush the end before BKB on Ursa which cost them quite a lot yeah. Should have spent 5more minutes farming up the Ursa for BKB then they could have breached easily. Ursa isn't that scary when you have strong disables and nukes if he doesn't have bkb, and they had rubick near instant disable with TK+fade bolt, DK with long duration stun+breath fire, visage with double gargoyle stun+soul assumption, gyro with call down so when they tried to go in the base ursa just basically got annihilated without doing anything. They still managed to win properly so I think it's mostly fine but if they redo such a strat they'll definitely want to grab a bkb first. Hell skip the blink go direct bkb would probably be better, with bloodlust for movespeed and roar to hold people you don't even really need that blink anyway.
