The Cartel could have tracked Beth's phone call attempts to her son. Rip actually broached that subject with her, warning her of just that possibility. The Cartel could have followed Oreana. She was given a ride out to Dwight's place by her security guard. You notice a moment when the security guard acknowledges the Cartel security in a way that tells you he is working with them. Finally, we have no idea how the Sheriff plays in all this as the last episode did not even show him. The Sheriff could be working along with the cartel, though I hope not.
