Why sell 24 subs to 24 separate users when you can sell 24 subs to one person?
Yep this is why they barely enforce it. Hell on teek these guys box entire raids solo(24+) and warp openly. They used to just hide in DZs.

Giving people an alternative to have fun in EQ, for those that do not have time to LFG and only have short time each day or even week to play and just wanna jump in and play. So some just wanna play and playing one group or even 2 yourself on one PC is what many want
its used to skip all the LFGing and you can just jump in and have a group ready play the 40min to 3h you have and then logout and get exp

I remember one of my first batphone raids on teek, someone whined about hackers racing for some shit with no tracker. The raid leader said hey, I'm cheating, I see shit on my map. We're all cheating. It's eq. Try to make the best of it and have fun.

I still don't understand why DBG has never offered an option to play multiple characters from a single game client seeing as sooooooooooooooooooooo many people play multiple accounts already today on every single server.
Don't get me wrong. I prefer grouping with other people, but we all know that the vast majority of players box (especially on Live servers).
It just doesn't make sense for them not to build it in to the game at this point.
If it bothers people, then make the multi-account game client only usable on certain servers.

Related question, why hasn't anyone built an entire game around multi boxing mechanics? I'm thinking old school style of like Eye of the Beholder, Dungeon Master, Might and Magic from the early 90's but with a smooth multi character gameplay loop like boxing in EQ.

It won't be EQ, it won't have the 25 years of nostalgia and near infinite replayability.
Few if any MMO's that have been released have managed to scratch that itch and I don't forsee any in the near future doing it. Many EQ players would prefer to play this game alone or semi alone, coming together to raid but doing their own thing the rest of the time. They'd rather that than an MMO that forces social interaction and cooperation, because we've been there and come to the conclusion that most other people are retarded.
