That's actually packing incompetence. This would be called chimney stacking - there's virtually no overlapping bricks/boxes between layers. Removing any brick means its entire vertical column is now at risk of collapsing, due to no support from other columns, which is dangerous to whomever has to unstack this at its destination / makes it more likely the thing will collapse if the trailer hits any bumps in transit.

(From a management perspective, that builder fishing for the best case box for each position is also far more labor inefficient than just using whatever's next, unless they've stupidly scheduled that mathematical minimum of trailers and need to use every cubic inch.)

This happens in winter on Lake Michigan at several places. This particular photo I recognize as South Haven, Michigan I believe. It's really very cool to see.
