It would be simpler if, instead, it read:

Lady stole $100.
Lady puts back $70.
Lady steals Merch worth $70.

Of course that's the point of the story. To be sorta vaguely written to draw wrong answers.

Of course, if you really wanted to be obtuse, one could argue that by converting $70 in cold hard cash into merch, the Store actually loses LESS than the full $100. (only works if you assume a markup *AND* you're counting only sunk costs, not potential/sticker value.)
