Context is important.

The CEO didn't commit a violent crime, unlike the bank robbery which was. The bank fraud was long underway at the company before Allen joined, and after it came crumbling down, Allen cooperated in the investigation to get the main person/mastermind in the scheme behind bars, and that person was put behind bars for 30 years.

This isn't a "stole 3 billion" vs. "stole $100" situation. This is "stole 3 billion in a white collar non-violent crime" vs. "stole $100 in a violent bank robbery".

The bullshit part, however, is the fact he was honest about it and the judge did not give him any mercy for that. I would bet, however, he's got a lengthy criminal history.
