Its a Port Wine Stain birthmark, for those of you who didn't wish to Google. God bless the folks affected by this. Basically, its a genetic syndrome where blood vessels, particularly in the face (although it can affect other areas), don't turn off. Gorbachev's mark was a Port Wine Stain birthmark.
