Only reason that I can think of is maybe they are saving it for an extremely last ditch effort in case they start to go under - they know it'll work..

Chrono Trigger on Ps1 had super slow loading times, same with all the FF remakes. And Chrono Cross wasn't 1/100th the game that Trigger was, plus there were much better (and less played) Ps1 RPG's:
