I don't know how it went in the show but in the comics when we start to get more of Negan's backstory the reason he became a monster is because people were too fucking stupid to stay alive on their own and he couldn't stand to see it any longer. He even gets a "walks off in to the sunset" ending and Rick Grimes gets shot to death. Spoilers.

I call shenanigans' on week 2 and 4 outages. Some areas are absolutely fucked (Hi Flint), but most of the US has plumbing and safe water. Hell, after 4 weeks of not being able to move product, Nestle/Aquafina/et all might temporary quit sucking up municipal sources, resulting in even more water in those areas.
