There is a high cost of resources. And it's a giant PITA. This photo is from USC (That's South Carolina) Patterson Hall. Renovated it during 2010-2011 and part of it was a 'living roof'. See the part behind the fence? Know why the fence is there? It didn't work the way it was designed. And because it was 'living space' we had to add outlets & lights to the fucking place. Best part was listening to them talk about 'snow load' on a roof , in South Carolina. Fun Fact: Columbia SC is HELL ON EARTH in the summer. It's a city ringed by a slow moving water source so you get none of the relief and all of the humidity and pollen / etc. My brother had bronchitis the entire time we were on this project.

Of course, you don't necessarily have to go to crazy lengths to make use of the space. Koreans make pretty good use of their rooftops with fairly simple setups. When we were there, our apartment had a walking track with some benches, tables, a few planters, but nothing that seemed like it would need any more maintenance than any other public spot in a building. Good place to get away from the crowds of people and some (relatively) fresh air. It was a great spot to have a few beers at night.
