The blade wont spin up without applied throttle. Not that I'd chance it with my crime scene, but the point remains.

Well that looks like an old model Stihl 02 Farm Boss which might not have a chain brake installed and so it would depend on if he had it set to full choke or idle. If you have it outside of choke and no chain brake, the blade can engage the second the sprocket does (when you pull the starter) so his balls would be toast. You are SUPPOSED to put the handle on the ground using your foot or at worse, the handle between your legs because even the safest saws can jump with the sprocket.
