I haven't watched this particular video yet, but I went to high school about 30 minutes away from Harrison.
It's the outskirt cities that had (have?) the racists. The grand dragon's place had a circle drive, and the dare was to do a loop blasting rap music. I don't know of anyone who took that dare, as the common greeting for anyone on your property in the 90s (and even today, really) is to come out armed.

I watched the original vid, was entertaining but I think the comedy at the end misses the mark. He basically presented this dumb old racist guy as being reasonable and respectful while he himself looked blithely ignorant.
