I had one server ask for this so far and I found a good work around. If you right click on the server on the left side, and click the option all the way at the bottom, you don't have to do the verification.

The phone book acts to prevent bruising by distributing the force. If it's over organs you can then hit hard enough to make them piss blood or maybe even die without leaving much evidence of external trauma. It doesn't increase the strength of the punch in any way, it just hides that there was punching going on in the first place.
I elect to skip the phonebook.
