I think they are going for attitude and being over the top more then the swole thing. Its all nostalgia and people are more nostalgia for Raul Julia then an accurate M Bison.

I loved him as an actor and he nailed the acting but he was always off for that role.
This movie isn't taking anything serious and my complaints don't match up with anyone's these days. Most characters are race swapped which I don't care. I just hate when I call other movies out I get attacked

I've been excited for him in the role, but I am holding out for an Ichi the Killer moment where he just becomes swol.. probably related to him obtaining or using Psycho Power; atleast I assume he doesn't have it at the moment or the actual reveal will be wild.
Only thing that leads me to that theory is Guile talking about "fireballs" as if it's a new thing happening in the lore.. and that there is no Sagat ect. I think it's just gonna roll out this sorta UFC style tournament then proceed to explore "ancient techniques" or w/e.
He at least seems to nail the Yasunori Kato portion of M.Bison, which is more of a psychic energy than physical presence but same exact menacing presence.

He was coming off of surgery for stomach cancer and would die soon after filming to still give a hell of a performance that continues to have has some pop culture mojo 30+ years later. If you are going to remembered for something as an actor you could do a lot worse.

I love that movie - it is a guilty pleasure... I actually enjoy it better than the new one lol the new one is good, but this cheesefest was just so great.
There is a behind the scenes clip that is actually part of the official bts stuff included - and its Jeremy Iorns doing the dragon control/wand magic thing in the tower - and he is all over the top acting then CUT and he just looks completely disgusted at what he is doing lol its hilarious

See I always assumed he was having the time of his life hamming it up so much. If he was disgusted with himself but still putting that much into the performance then I'm actually even more impressed.
