I thought defrost the gas cap key hole? But the nozzle is already in. So that leaves her only trying to be stupid.

I can't quite tell but it looks like she was using the lighter to heat the key for the fuel port door?

The writing's Cyrillic, there's some dense snow turned to ice on the car, and she does it intentionally, so I would guess she's in some near-Siberian region where the gas pump handles freeze and lock, and that's the common hack to thaw them out... which is fine unless there's frozen gasoline on the equipment.

The only other thing I can think of is because fluids do compress in cold (meaning you get more fuel / volume), Canadian pumps adjust the cost vs temperature, they have similar pumps over there and she was trying to hack the temperature sensor. I dunno for sure, Wisconsin is cold, it ain't that cold.
