Here's what needs to happen re: optical drives
PS5/XBOne2 need to just ship with a 64GB thumb drive included in the box(by the time those systems release, that's like a $5 manufacturing cost added to the console)
All games can be purchased/downloaded online for people with good broadband connections. For people that have shit internet, they take their thumb drive to Wal-Mart, or BestBuy or wheverer, which has a Kiosk where you can buy any game you want, insert thumb drive, and game loads to thumb drive and you take it home and install it just like you would a physical disk.
It's a win/win for Sony, Microsoft, and game publishers as most of their sales become digital downloads that are direct to consumer and they don't have to cut a retail store in on the profit margins, but it doesn't exclude anyone who has crap internet and still needs physical media but the cost of manufacturing boxes, disks, and shipping are completely eliminated.
Now, if you don't have decent internet and you live in the middle of nowhere you are probably boned, but that's no different than now. I guess those people probably just order most of their purchases online anyway and have them mailed/delivered.
