That's obviously not a church's front yard and you can't even read the sign. It's either intentionally blurred or just terrible footage with a misleading representation. That's almost certainly a democrat state election sign just based on the general graphic style and colors.

Okay, so it's the path to the school next to the church, and it's probably one of these signs, not anything political, since schools (or churches) don't generally have political adverts out front, and we have a picture of a very similar sign in a very similar spot, right here on Google maps, thanks for linking. Also, a Catholic church in Lansing, Michigan is probably a pretty liberal church. So what we've likely got is a drunk knocking down a private school's enrollment sign, nothing political.

the real question is, is that enough Getting Political that calls can be made to get their tax exemption revoked?
