Having Forever be part of the base sub means that Skyborne is a microtransaction race.
I hate it - especially since it effectively establishes (since presumably they won't have boxed expansions) that new material is heavily MTX on top of the sub. Again, I hate it.

I'm getting the feeling that each content update will also include things like Northrend with a level 60 max level since they have that system on the regular servers that allows you to go to any zone at any level now. So "expanded world content" could just be level 60 WoTLK and then additional zone content on top of it spread over time.
