    Are you trying to sides missions near the city center? The ones mostly given by Dino? The different neighborhoods have level ranges, although it's not obvious looking at the map. Those in the city center are the highest level, 30+. I did missions in Westbrook when starting Act 2

    You need to complete one of the other main quests before Takemura will call you.

    It's 4 unique classes, all of them new and not in the original Gloomhaven or Frosthaven. The first 3 scenarios (and scenario 4-5 sort of) are an extended tutorial/learn to play, so it's much more accessible and easier to start than the original. It's definitely a much better starting point.
