It's the best healer the game has right now and sometimes those heals are desired in High end fractal groups. Ele's are part of the meta now for a couple of other reasons but those heals are situationally useful.

I leveled up a swashbuckler Bard to 28 on Gallandra (third or fourth TR). It's a great fun build for solo and group. Here is a guide The Count of Monte Cristo - dps, CC, survivability focused pure swashbuckler I recommend doing your equipment every few levels.

Heck yeah... of about nine thousand flavors. Almost everyone is some version of smack it combined with zap it. I am no build expert but if you look around the net you should find some builds that fit your playstyle.
