It's the best healer the game has right now and sometimes those heals are desired in High end fractal groups. Ele's are part of the meta now for a couple of other reasons but those heals are situationally useful.

Heck yeah... of about nine thousand flavors. Almost everyone is some version of smack it combined with zap it. I am no build expert but if you look around the net you should find some builds that fit your playstyle.

Used to be 4 roles with the "control" being bards and enchanters in EQ. I liked that better. For a time there was even sort of a 5th role of debuffer. I think the problem with GW2 is that there is only one role and not everyone is equally good at that one role.

It's cool zone weather effect that also makes changes to the events in the zone and spawns a boss.
