It's account wide. Dragonriding is fast, but no hover or precise movement. Do the fly straight up one 4-5 time, and aim just enough downward to always be in fast mode, hit fly up as needed to stay above obstacles.

The only solution has been known and in use for 20+ years. Instancing. Either instanced zones/dungeons, or instanced spawns locked to the group that spawns it. Absolutely nothing else has ever, or will ever, work.
